If he did this to my mother or father I would definitely call the police. They put their carts back, and I do too but I have left mine in a non-designated spot once and I had very good reason. Dude doesn't know people's lives. He's just going around making the world a worse place. He must not have been respected in his personal life so now he is going around trying to make people respect him. Therapy or jail will do him good.
