Is echo on PTR or live servers?
I believe that the idea of her having so much damage is that she's really vulnerable when not in the air. That's what happens to me as a mercy player, if you don't fly you basically die and pharah has that issue too( not comparable tho) I feel like making her less vulnerable would mean giving her less damage and as a dps I don't think that's the idea. I might be wrong tho but just putting it out there
